The New SLC has opened in phases while the airport remained operational. The first four Phase 4 gates opened in July 2026. As of August 11, 2026, the remaining seven gates and six concessions were scheduled to open October 27, 2026.

What changed
- The current overall program budget is approximately $5.1 billion, funded through airport funds, passenger facility charges, revenue bonds, and federal grants; HOK's older $4.1 billion figure reflects an earlier estimate.
- Phase 1 opened September 15 and October 27, 2020.
- Phase 2 gates opened in May, August, and October 2023.
- Phase 3 opened in October 2024 with five gates.
- The first four Phase 4 gates opened in July 2026. As of August 11, 2026, the remaining seven gates and six concessions were scheduled for October 27, 2026.
Why there is nothing to explain
The airport has delivered the overall HOK concept in operating phases. No material departure from that overall design concept was identified in the sources reviewed, but an absolute claim of no design change is not supportable for a decade-scale, multi-phase program.
