The Belvedere remains in design and pre-construction. January 2025 concepts placed a ribbon-like pavilion toward the river; a later, lower-cost plan moved it closer to the garage. As of August 11, 2026, the sources reviewed did not confirm that physical construction had begun.

What changed

  • Concept renderings released in January 2025, during Mayor Craig Greenberg's State of the City address, showed a pavilion with a flowing ribbon-like roof and new green space over the existing plaza and parking deck.
  • The early concepts extended that pavilion over the elevated deck above I-64 toward the Ohio River, an element described in reporting as the project's central 'wow moment.'
  • A later site plan relocated the signature structure south, closer to the existing garage near the Muhammad Ali Center and Kentucky Center for the Arts, rather than extending it over the interstate toward the river.
  • The estimated project cost remained $125 million. A September 2025 report said about $10 million had been secured at that time.
  • The official project site said in February 2026 that garage-area construction was expected in fall 2026. As of August 11, 2026, no source reviewed confirmed that physical construction had begun.

Why it changed

Mayor Craig Greenberg said building close to the river and over the interstate was unusually expensive. WDRB attributed the pavilion relocation to the cost of reinforcing the elevated structure, and April 2026 reporting described the revision as a lower-cost site plan. The schedule remains a dated project expectation rather than a confirmed construction start.
