Songdo is an occupied wider district as well as an unfinished master-planned business district. Population, apartment, and completion figures often use different boundaries, so they cannot support a simple "empty smart city" or percentage-complete claim without reconciling geography and date.

What changed
- Conceived in the late 1990s as a joint venture between Gale International and Korean steelmaker POSCO's construction arm, the master plan by Kohn Pedersen Fox called for 80,000 apartments, 5,000,000 square meters of office space, and 900,000 square meters of retail space on 600 hectares of reclaimed land in Incheon, with a planned completion date of 2015.
- Construction began in 2003. Published descriptions of approximately 86 percent completion and a revised 2030 target are reported estimates with weakly reconciled scope, not audited current facts.
- A population figure of approximately 167,000 appears to refer to the wider Songdo or an administrative district, not securely to the smaller Songdo IBD geography; it is therefore not used as the IBD's current population.
- Reporting on the district's street-level experience describes a car-dominated grid of towers with public life concentrated in indoor malls and private amenity clubs rather than the open public realm shown in early master-plan renderings.
